Government’s Medical Reform-Unemployment Measures Being the “Worst“

As private experts in various fields evaluated 63 major policy tasks of 40 governmental institutions, Supply Administration and Ministry of National Defense obtained the highest, Ministry of Health and Welfare and Korea Food & Drug Administration the lowest evaluation.

The Prime Minister’s Policy Evaluation Committee, consisting of 29 private experts from various fields including scholastic, economic, and NGOs, examined the details of `2001 Governmental Service Evaluation Summary`, which was reported to president Kim Dae-Jung, and put forward such results on 19th.

The top 10 institutions from the experts’ evaluation were Supply Administration, Ministry of National Defense, Office of Military Manpower Administration, Rural Development Administration, Korean National Railroad, Ministry of Environment, Ministry of Legislation, Korean Industrial Property, Cultural Properties Administration, Korea Customs Service, etc. On the other hand, the low 10 were Ministry of Health and Welfare, Ministry of Health and Welfare, Ministry of Labor, Korea Meteorological Administration, Korean Information Service, Ministry of Science and Technology, Ministry of Planning and Budget, and Korea Fair Trade Commission, etc.

As with individual policy tasks, `Settlement of Electronic Supply System and Increase of Supply Service` policy of Supply Administration, and `Advance in Morale of Men and Reform in Personnel Management` policy of Ministry of National Defense each gained 40 points out of 60 points.

Also, △ Office of Military Manpower Administration’s `Strengthening the Transparency of Servce` △ Ministry of Agriculture and Forestry’s `Agricultural Organization Structure Reform` △ Ministry of Environment’s `Echo-2 Project` △ Ministry of Government Administration and Home Affairs’s `Information-Oriented Administration` △ Ministry of Justice’s `Corrected Administration` marked good grades.

On the other hand, Ministry of Health and Welfare’s `Welfare Medical Reform and Medical Security`, and Ministry of Labor’s `Employment Stabilization Measure` policy tasks marked worst scores. Also, △ Ministry of Justice’s `Exposing Corruption and Establishment of Discipline` △ Korea Fair Trade Commission’s `Monopolized Market Structure Reform` scored below 20 points.

Meanwhile, the government selected Ministry of Environment, Ministry of Information and Communication, Rural Development Administration, and Supply Administration as institutions of excellence, after examining △ Major policy tasks △ Institutional capability △ Customer’s satisfaction.
