Abandoning the existing `Win-Win strategy` of the U.S., conducting two major-scale wars simultaneously and aims to win both, the Pentagon presented a new strategy stressing a `decisive winning` from one major-scale war, while accompanying four tasks including the mainland defense, the New York Times (NYT) reported on 12th.

The NYT said that after preparing a final version of the military strategy, the U.S. Department of Defense earned an approval from the top military leaders including commanders and Defense Secretary Donald Rumsfeld.

Quoting the 29 page Defense Department document, the NYT reported that by dropping the `Win-Win` strategy adopted in 1993 to target North Korea and Iraq, America will aim to concurrently conduct four tasks including to defend their mainland, to prevent hostile actions by enemy countries, to accomplish a decisive winning from one full-scale war, and to engage in a regional battles in a limited time.

However, officials pointed out that since the military has to handle larger amount of assignments, a large expansion of military power seems inevitable.

The NYT explained that despite of concerns on the possible nullification of the strategy due to the budget shortage, civilians and the military leaders are positively evaluating the strategy amiably defining it as a `victory of negotiation`.

For the U.S., the concept of the mainland defense in the strategy symbolizes the current missile defense plan prepared by George W. Bush administration, the newspaper analyzed.
