Where Is Public Reformation?

The policy for the open employment of government officials has barely reached only 15 percent of its proposed employments since the policy became effective a year and three months ago. The government cannot avoid criticisms against its policies entitled reformation without having any thorough analysis and preparation.

The open employment system turns out to be deceptive. Among 93 seats of 39 government institutions and affiliated organizations that completed their employments, only 14 positions were taken by civilian experts who had not previously been government officials.

The open policy eventually ends up with a family party, losing its original purpose to increase the efficiency and specialty of the government by employing distinguished civilian experts.

This phenomenon may be attributed to the atmosphere of governmental society`s internal prearrangement and the actual condition that proves difficulty in adopting civilian experts. The problem is whether new conditions have emerged for the civil groups to avoid employment.

The reasons, from the perspective of the government, given for the distinguished civilians not to join the government society were the low pay, bad benefits after retirement, and the fear of ostracization (Wang-tta). However, they are only pretexts to escape the government`s responsibility at this time after the 15 month application of the policy.

The situation is worse in the public industries. According to a newsweekly report, 101 politicians have taken their seats in the public industries by the top-down hierarchical management. In addition, looking at the government`s ignorance of the criticism against it’s human resource management, more top-down management for 60 seats of the executive officers who will complete their terms during the reign of this administration is anticipated.

To make it worse, the nomination committee, whose purpose is to fairly select CEOs of the public industries, was criticized by a former member of the committee stating that the committee is only `a puppet show` to endorse specific persons who have already been unofficially decided by the government.

The government, however, obstinately insists that the top-down hierarchical management has diminished compared to the past administrations.

However, the government authorities have to recognize that the ill-management of human resources is to be a burden of people.
