Putin to address Assembly on Feb. 28

Rep. Chung Chang-Hwa, floor leader of the opposition Grand National Party, discloses Monday that Russian President Vladimir Putin, who is scheduled to visit Seoul late this month, would deliver a speech at the National Assembly plenary session Feb. 28.
