Jo Myong-Rok, first vice chairman of the North Korean Defense Commission, now visiting the United States as Chairman Kim Jong-Il's special envoy, arrives in Washington, D.C. on Monday and is received by Wendy Sherman, the U.S. State Department's coordinator for North Korea.
